Despite all the promises of reform, the wringing of hands and donning of hair shirts, Parliament has gone into recess without putting its house in order.

All we have to show for what was being spoken of in terms of the biggest scandal in recent parliamentary history is a new authority to examine the expense claims of MPs.  Not an independent authority, but one appointed by Parliament.

No sign of Brown's "root and branch reform".  No sign of significant changes to the system itself, which even Cameron admitted was crazy.  He, of course, speaks from a position of authority, as what could be more crazy than public funds being used to pay the mortgage on the family home of a wealthy man.

We need to assert the primacy of the people of this country.  Not the monarch, nor parliament, but the people.  The problem is how to effect change, when the only people capabale of enacting that change have a vested interest in not doing so.
